Annual Budget
The City of Swan produces a yearly budget in accordance with the requirements of the Australian Accounting Standards, the Local Government Act 1995 and the Local Government (Financial Management) Regulations 1996.
The budget allocated is consistent with the Values and Objectives contained in the City's Plan for the Future.
Annual Business Plan
The City of Swan produces an Annual Business Plan covering the 12 months ahead, as part of the integrated planning framework. The Annual Business Plan is also the mechanism used for taking high level decisions about strategic priorities.
Annual Report
Each year, the City of Swan produces an Annual Report that details the activities of the Council for the preceding financial year.
The Report includes information on Council's operations as well as audit and performance statements.
In terms of Council's operations, the Annual Report includes a broad range of information including the performance of the Council against the indicators in the Strategic Plan.
Local Planning Strategy (including future components)
The Local Planning Strategy will be produced by December 2011 and will underpin the City of Swan's Local Planning Scheme No. 17.
This strategy will be made up of a number of key areas including:
- Population and Housing;
- Economy and Employment;
- Recreation, Facilities and Public Open Space;
- Environment;
- Swan Valley; and
- Heritage.
These components will be added to this page as they are developed.
Place Plans
The City of Swan is divided into areas that have distinctive characteristics and communities. These areas are referred to as Places.
The City of Swan's Place Plans work towards incorporating the unique qualities of these individual areas into the planning and coordinated delivery of services. Place Planning also assists in developing closer links between the City and the community; thereby, further encouraging a sense of place and belonging.
The Plans are developed in consultation with community and stakeholders to inform the visions and priority objectives towards enhancing the future of the City of Swan.
Policy Manual (Council Policies)
The City of Swan Policy Manual lists all policies that have been agreed by Council. As a dynamic Council responsible for a diverse and unique community, the City continually revises its policies to reflect the current environment. The Policy Manual will be formerly adopted by Council every two years.
Social Plan
The City of Swan is in the process of producing a Social Plan. This document will guide the future planning for and the prioritising of the City's programs and services.
The Social Plan will be a living document and reviewed regularly, to reflect the changing aspirations of the community. As such, its development will be informed by community consultation, as well as consultation from internal and external stakeholders.
The Social Plan will link with our other planning processes providing a broad overview of the priorities we need to address in the areas of "people and identity", "places and spaces" and "prosperity & vitality".
Strategic Financial Plan
In conjunction with our 5 year Strategic Plan, the City of Swan has developed a 10 year Strategic Financial Plan, covering the period 2009 - 2019. The Plan incorporates the 10 year Capital Works Program and supports our Strategic Plan which is also the City's Plan for the Future.
A major cornerstone of our Financial Plan is the allocation of $32 million for the improvement and development of infrastructure over the next 10 years. Providing infrastructure such as footpaths, dual pathways, drainage, roads, facilities and parks is essential for making the environment more practical and accessible for the community.
Strategic HR Plan
The City of Swan is currently developing a Strategic HR Plan that will capture the human element of what the City is trying to achieve over the coming years.
This document will aim to provide a strategic direction to allow the City to have the right people in place with the right skill set. We are also committed to ensuring our employees display the right attitudes and behaviours and are developed in the right way.
Strategic Plan 2008 - 2012
The City of Swan's Strategic Plan provides guidance, purpose and direction for the City over the 5 year period 2008 - 2012.
The Plan is a critical element of the City's success in addressing the shifts that are required to achieve a Vision and strategic Outcomes for our Community.
It is also the key document guiding the City's integrated business planning.
