Between February and August of 2009 the City of Swan has undertaken the tasks required under the Local Government Reform Steering Committee Structural Reform Guidelines (DLGRD 2009). The final report below was endorsed by Council on 23 September 2009 and represents the formal submission by the City of Swan to the Local Government Structural Reform review being undertaken by the Department of Local Government. Through this report the City of Swan has clearly articulated its preferred amalgamation options, its preferred elected representation options, its preferred regional grouping and its proposed amalgamation timeframes.
