The City of Swan proposes to make the City of Swan Waste Local Law 2026 in accordance with section 3.12 of the Local Government Act 1995.

The purpose of this local law is to provide for the regulation, control and management of waste services, including the use and control of receptacles for the deposit and collection of waste, conducted by or on behalf of the City of Swan. 

The effect of this local law is to ensure sufficient provision of regulation, control and management of waste services.

To have your say on the proposed local law, send a submission to the CEO by Monday, July 6, 2026.

By providing your submission, you acknowledge that the City of Swan will publish your suburb and submission in the Schedule of Submissions within the publicly available agenda and minutes for the August 12, 2026, Ordinary Council Meeting. The City of Swan will provide you with updates on the progress of the proposed local law and its adoption via email.

Notice of Request for temporary barrier closure of a road – portion of Diane Avenue, Henley Brook is hereby given in accordance with section 3.50 of the Local Government Act 1995.

The closure is required to facilitate the civil works for Henley Brook Stage 11 including reconstruction of Diane Avenue, underground service installations and associated excavations. The proposed closure period is for a 40-week duration commencing June 24, 2026, with completion expected by March 31, 2027.

A plan showing the location of the road proposed to be closed can be inspected online at https://swanengage.swan.wa.gov.au; at the City’s Administration Centre, Morrison Road, Midland; or at any of the City’s libraries, during office hours.

The City of Swan proposes to make the City of Swan Animals, Nuisance and Public Health Local Law 2026 in accordance with section 3.12 of the Local Government Act 1995.

The purpose of this Local Law is to provide for the regulation, control and management of animals, nuisances and public health as part of the local government’s function to provide the good government of persons within its district and to enhance the quality of life of its citizens.

The effect of this Local Law is to establish where appropriate standards and requirements regarding the matters referred to here, and to provide enforcement powers and review rights.

An additional extension to an existing temporary road closure has been requested and approved under delegated authority.

Extension to closure dates: March 5 to May 29, 2026 (duration two months and 24 days).

Reason for closure extension: A delay in final design, scope and program agreement
between Water Corporation and the developer.

 As part of the ongoing Morrison Road Road Rehabilitation and streetscape works, the City is completing the remaining brick paving works on the verge and median island.

While the main roadworks were completed on the night of 2 February 2026, some brick paving works are still outstanding due to construction sequencing and site constraints.

To safely complete these final works, a temporary closure of the westbound lane on Morrison Road will be required. Eastbound traffic will remain open during this time.

Here’s what you need to know:
  • Night works only, between 7:00 pm and 5:00 am, under the same traffic arrangements used during previous works
  • Westbound lane closure in place, with eastbound traffic maintained
  • Works are scheduled to take place between 9 February and 15 February 2026 
  • Variable Message Signs (VMS) will be installed on site to provide advance notice to road users.
Please note that the duration of the works may be extended due to weather conditions, contractor availability, or unforeseen site constraints.

We understand that roadworks and temporary lane closures can be inconvenient, and we appreciate your patience and understanding as we complete these final works to improve safety and amenity along Morrison Road. 

An extension of a temporary road closure has been requested and approved under delegated authority.

The previous closure dates were from July 28, 2025, to November 11, 2025; a duration of three months and 14 days.

The new closure dates are from September 30, 2025, to January 28, 2026; a duration of three months and 29 days.

A delay in the final design and program agreement between Water Corporation and the developer is the reason for the closure extension.

James Avenue, Hazelmere is to be temporarily closed on September 15, 2025, with completion expected by June 4, 2026.

This matter was considered and under delegated authority on September 2, 2025 for a period of EIGHT (8) MONTHS AND TWENTY-ONE (21) DAYS.
