At the Ordinary Meeting of Council on February 12, 2020, the City of Swan Council resolved to advertise Draft-Local-Planning-Policy-POL-LP-1.13-Design-Review.pdf(PDF, 197KB)
The proposed policy sets out the terms of how the City’s Design Review Panel will be formed, what planning applications will require design review and how they will be reviewed.
Design review improves the design quality of projects and can speed up the planning process, leading to quicker delivery of high-quality buildings and places that provide a wide range of benefits to occupants, neighbours and the broader community.

What is Design WA?
Design WA is a State Government initiative to ensure good design is at the centre of all development in Western Australia. Design WA aims to create a built environment that reflects the distinctive characteristics of a local area, that enhances streetscapes and neighbourhoods and that contributes to the development of vibrants and liveable communities.
Design WA will implement a new approach to planning, including a Design Review panel. The first stage of Design WA was released on the February 18, 2019 and included two new policies and guidance materials.
What will change?
The proposed policy will require planning applications (that meet a certain criteria) to be reviewed by a Design Review Panel. The panel will be made up of architects, landscape architect, heritage architects, urban designers, town planners or experts in sustainable development. The panel is not a decision maker but rather an independent group of industry professionals that provide advice about the design of a development application to the City. Advice will be based on the 10 design principles from State Planning Policy 7.0 – Design of the Built Environment.
