Ellenbrook Local Area


Located in the western portion of the City of Swan, the Ellenbrook local area includes the localities of Ellenbrook, The Vines, most of Aveley, part of Henley Brook and a portion of Upper Swan. Settlement of the area dates from the 1830s when the first land grant was made and land was used mainly for farming. Significant residential development did not take place until the 1990s when rapid population growth occurred, particularly with development of The Vines and seven villages around the town centre at Ellenbrook.

Ellenbrook is a rapidly developing residential area with a 2019 forecast population of 48,230 and 17,160 dwellings. It is expected that there will be more than 70,000 residents and approximately 26,000 dwellings by 2036. Between the Census years of 2001 and 2006, and again between 2006 and 2011, the population almost doubled and this rapid population growth is expected to continue.

At the time of the 2016 Census, the population in the Ellenbrook local area had grown to almost 40,000 persons. More than 85% of residents are aged less than 55 years, 27% less than 15 years of age. Young children aged 0 to 9 account for almost 10% of the total population whilst less than 3% are aged 75 and over. More than 30% of the population was born overseas, 13% from non-English speaking backgrounds. Other than English, the most common languages spoken at home are Afrikaans, Punjabi and Filipino/Tagalog.

More than 80% of all households in the Ellenbrook local area are family households and 55% are households with children. Almost 75% of homes are being purchased or are owned outright, and 17% are rented privately.

Development of the Ellenbrook Local Area Plan (LAP) has involved local community members working together with the City to identify specific issues affecting their community. Community members and stakeholders were invited to contribute to the Ellenbrook LAP through a series of community workshops, surveys and online consultations. All submissions received were considered in the formulation of strategies and actions to implement Ellenbrook’s vision and ensure that local needs and aspirations are met. This LAP is therefore an important document for the City to plan for infrastructure and services, and manage change at the local level.
