In one of the City of Swan’s largest seizures in the past 15 years, a resident had 130 dogs taken from their property during three separate inspections between October 2022 and November 2024.
Following the most recent inspection, the resident has been ordered to pay a further total penalty and court costs of $125,000 for multiple breaches of the Planning and Development Act and the Dog Act 1976.
The repeat offender had previously been ordered to pay $95,000 and banned from owning dogs for a decade in June 2024 after 82 dogs were seized from their property in October 2022.
In September 2025, the Midland Magistrates Court sentenced the resident to pay the following penalties:

“The court’s decision is a strong warning to our community that puppy farming will not be tolerated,” he said.
“It is also recognition of the thorough and commendable investigation by the City’s officers.”
The City encourages the community to report any other activity like this so an investigation can take place.
