The City of Swan’s Community Safety team works with residents, businesses, and local partners to make our community safer and stronger.
We provide practical services, support local partnerships, and deliver programs that prevent crime, prepare for emergencies, and promote wellbeing – helping everyone feel Safer in Swan.
Our focus areas
Community safety is a shared responsibility. With our partners and residents, we’re creating safer neighbourhoods, stronger connections, and more resilient communities.
The City’s Community Safety Plan 2024-2028 guides our actions through six key focus areas:
Crime prevention and sense of safety
We deliver local programs that prevent crime, reduce anti-social behaviour and improve perceptions of safety.
- More than 850 CCTV cameras help deter crime and assist investigations
- Partnership programs with WA Police, Constable Care, and youth services support positive community outcomes
- Regular campaigns share local safety messages and encourage community reporting.
- As a Roadwise Council, we encourage you to learn more about the SafePaths program, where you can anonymously report safety concerns on shared paths across WA.
Service delivery that strengthens safety
Our teams work across neighbourhoods to improve local safety every day.
- Rangers respond to over 10,000 safety-related requests each year
- Programs address illegal dumping, off-road vehicles, parking issues, and graffiti removal
- We deliver animal management, school parking patrols, and community education to keep our suburbs safe.
Safe and welcoming public spaces
We design and maintain safe, accessible places for everyone to enjoy.
- Regular lighting audits and upgrades improve visibility in streets and parks
- Crime Prevention Through Environmental Design (CPTED) principles are applied in new developments and facility upgrades
- We work with Metronet and the Public Transport Authority to improve safety around new train stations.

Local partnerships for complex issues
Many safety challenges are shared across agencies. We work closely with others to create lasting solutions.
- We support groups like the Midland District Leadership Group, Swan Family and Domestic Violence Network, and Swan Alliance
- We advocate for better policing, housing, bushfire management, and family safety resources.
Emergency preparedness and recovery
We help communities prepare for, respond to and recover from emergencies.
- Our Local Emergency Management Committee coordinates response planning with State agencies
- We deliver community education programs about bushfire safety and household emergency planning
- We support volunteer bushfire brigades and maintain a strong partnership with DFES and WA Police.
Supporting everyone to take action
A safer community starts with all of us.
- We provide information, education and small grants to help residents and groups run safety initiatives
- We promote Neighbourhood Watch, Cam-Map WA, and proactive reporting to authorities
- We celebrate positive community stories that show safety in action.
