The aim of delegated authority is to improve the time taken to make decisions within the constraints allowed by relevant legislation and ensure decisions are made lawfully by the delegate. This is consistent with the City's commitment to a strong customer service focus.

The Delegation of Authority Register contains details of all delegations to committees, the Chief Executive Officer and employees made under the Local Government Act 1995 and other relevant legislation. It is reviewed annually in accordance with the Act.

The City of Swan’s Councillors and Chief Executive Officer are required to disclose gifts received in their capacity as a Councillor or Chief Executive Officer worth more than $300 within ten days of having received the gift. This includes multiple gifts or contributions from the same donor where the total value is over $300 during a year.

A Councillor commits a minor breach if he or she contravenes the Local Government Act (Model Code of Conduct) Regulations 2021. The complaints register provides details of these instances.

Councillors are required to complete prescribed training within 12 months of their election. There are five core modules to complete:

  • Understanding Local Government
  • Conflicts of Interest
  • Serving on Council
  • Understanding Financial Reports and Budgets
  • Meeting Procedures.

In accordance with Section 5.96A of the Local Government Act 1995 and Regulations 29C(2)(f) and (6) of the Local Government (Administration) Regulations 1996, a report must be prepared annually on any fees, expenses or allowances paid to each Councillor during a financial year, beginning 1 July 2020.
