Everyone deserves to feel safe – at home, at work, and in public spaces.

The City of Swan’s Community Safety team works with residents, businesses, and local partners to make our community safer and stronger.

We provide practical services, support local partnerships, and deliver programs that prevent crime, prepare for emergencies, and promote wellbeing – helping everyone feel Safer in Swan.

Our focus areas

Community safety is a shared responsibility. With our partners and residents, we’re creating safer neighbourhoods, stronger connections, and more resilient communities.

The City’s Community Safety Plan 2024-2028 guides our actions through six key focus areas:

Crime prevention and sense of safety

We deliver local programs that prevent crime, reduce anti-social behaviour and improve perceptions of safety.

  • More than 600 fixed CCTV cameras and 10 mobile units help deter crime and assist investigations
  • Partnership programs with WA Police, Constable Care, and youth services support positive community outcomes
  • Regular campaigns share local safety messages and encourage community reporting.

  • Rangers respond to over 10,000 safety-related requests each year
  • Programs address illegal dumping, off-road vehicles, parking issues, and graffiti removal

Safe and welcoming public spaces

We design and maintain safe, accessible places for everyone to enjoy.

  • Regular lighting audits and upgrades improve visibility in streets and parks
  • Crime Prevention Through Environmental Design (CPTED) principles are applied in new developments and facility upgrades
  • We work with Metronet and the Public Transport Authority to improve safety around new train stations.

  • We support groups like the Midland District Leadership Group, Swan Family and Domestic Violence Network, and Swan Alliance
  • We advocate for better policing, housing, bushfire management, and family safety resources.

We help communities prepare for, respond to and recover from emergencies.

  • Our Local Emergency Management Committee coordinates response planning with State agencies
  • We deliver community education programs about bushfire safety and household emergency planning
  • We support volunteer bushfire brigades and maintain a strong partnership with DFES and WA Police.

You can make a difference by:

  • Reporting issues to WA Police or the City of Swan
  • Registering your CCTV with Cam-Map WA
  • Joining Neighbourhood Watch
  • Getting to know your neighbours
  • Preparing your household for emergencies
  • Volunteering with your local Bushfire Brigade or SES.

Problematic property assistance options

If you’re experiencing issues with a problematic property or anti-social behaviour in your area, several agencies and services can help. Depending on the type of concern, you can contact the relevant authority for advice, investigation or action.

If criminal or antisocial behaviour is occurring at a property, contact the WA Police. Police can investigate disturbances, illegal activity or safety concerns in your neighbourhood. 

In an emergency, call 000. For non-urgent matters, contact police on 131 444 or visit your local station. You can also report information anonymously through Crime Stoppers online at crimestopperswa.com.au or by phone on 1800 333 000.

  • Providing education on responsible pet ownership
  • Supporting safe and shared use of dog exercise areas.

Our Rangers work across all suburbs to protect community safety and amenity.
They respond to a wide range of local issues including:
  • Parking and school zone patrols
  • Illegal dumping, litter and abandoned vehicles
  • Off-road vehicle complaints
  • Graffiti removal and local law enforcement
  • Supporting the City’s CCTV network and crime prevention programs.

For issues involving public housing tenants who are causing disruption, contact the Department of Housing and Works. The best way initially is to resolve concerns with public housing tenants is to talk to your neighbours and make them aware of the disruption and its impact. 

If the issue continues, contact the Department of Housing and Works to report disruptive behaviour online or by phone on 1300 957 076.

Litter and illegally dumped items harm the community and local wildlife. They attract pests, spread disease and can endanger pedestrians and cyclists by blocking pathways. Report dumping of rubbish, household waste or other materials on verges, public land or reserves to the City of Swan.

To report illegal dumping or littering, note the location and what you saw, including a description of the rubbish such as size, quantity and material type.

We manage parking to support safe and accessible local centres, schools and public spaces.
Our services include:
  • Parking patrols to support safe school zones and prevent congestion
  • Parking management plans for busy areas such as Midland, Guildford, Ellenbrook and Malaga
  • Guidance on accessible parking and permits.

  • Coordinating the Local Emergency Management Committee (LEMC)
  • Supporting volunteer bushfire brigades and DFES partnerships
  • Delivering community education on bushfire and emergency preparedness
  • Helping residents and businesses prepare emergency plans.

If a property poses a risk to public health, such as pest infestations, odours or unsanitary conditions, report the issue to the City of Swan. If you believe health legislation is being breached or standards are not being maintained, you can lodge the relevant form for investigation.

The City of Swan can investigate issues involving barking, stray, attacks or dangerous dogs. If you believe a dog is causing a nuisance, try and resolve the issue directly with your neighbour. If the problem continues, contact the City and request an investigation.
