The City of Swan Council has endorsed its new Strategic Community Plan (SCP) 2025-2035, setting out a bold community-led vision for the next 10 years.
Shaped by thousands of voices, the plan sets a united vision for one City, diverse people, cultures, and places and charts a course towards a vibrant, sustainable and inclusive future for all.
The plan outlines the City’s priorities and goals across all areas of local government, protecting the natural environment to supporting economic growth, boosting wellbeing, and building places where people truly feel at home – the SCP will guide every decision, service and advocacy effort over the next 10 years.
The SCP reflects the City’s most extensive in-house community engagement campaign to date.
Over 14 weeks, more than 3,400 people engaged and shared their views at 45 events across 42 suburbs, with a wide cross-section of our community and residents from all our suburbs contributing their thoughts and aspirations.
Tanya Richardson, City of Swan Mayor, said the strong community response was instrumental in shaping the new SCP, representing a genuine expression of local aspirations.
“Our community told us what matters most to them, and we listened,” she said.
“This was the largest community consultation we’ve conducted, and it has captured the diversity, energy and passion that defines the City of Swan – it is truly our community’s plan for the future.”
The SCP 2025-2035 is built around five key result areas:
- Natural environment – protecting and restoring our ecosystems, growing green spaces, conserving waterways, and leading in sustainability and climate adaptation
- Social – fostering safety, inclusivity and cultural expression, while investing in youth services, events, public health, and spaces that connect people
- Built environment – shaping sustainable growth for a population expected to exceed 220,000 by 2035, creating inviting public spaces, preserving heritage and delivering high-quality infrastructure and transport
- Economic – driving local business growth, boosting tourism in the Swan Valley, creating diverse local job opportunities and activating vibrant commercial hubs
- Governance – leading with transparency, advocacy and exceptional services, while ensuring every action delivers lasting value for the community.
Mayor Richardson said the plan reflects a shared vision and long-term commitment to building a connected and resilient community.
“We are proud to serve one of Western Australia’s fastest-growing and diverse local governments,” she said.
“This plan ensures that as our City continues to grow, we do so in a way that is inclusive, connected and sustainable.
“Our goal is to make the City of Swan an even better place to live, work and visit for both current residents and for generations to come.”
The SCP will be delivered through various strategies and plans, aligning with the United Nations Sustainable Development Goals to contribute to a global vision for a better future.
