The City of Swan is restarting the rollout of the three-bin kerbside collection system, including FOGO (Food Organics and Garden Organics), giving residents more choice than ever before.
From October, residents who already have FOGO will be able to alter their bin sizes to suit their household’s unique needs, making it easier to manage waste responsibly and sustainably.
The decision comes after Council elected to continue the rollout with greater flexibility at the Ordinary Council Meeting in August 2025, after reviewing the results of extensive community consultation.
The City remains committed to diverting waste from landfill and the three-bin system, with research showing about 50 per cent of the waste in general waste bins is considered organic material.
Under the updated rollout, households can choose:
Residents who have not yet received their three-bin system will start to receive the service in early 2026 and will be contacted directly with information on how to select their preferred sizes and arrange delivery.
Tanya Richardson, City of Swan Mayor, said the renewed rollout would ensure the City continues to work towards reducing landfill, boosting resource recovery rates and supporting a more circular economy.
“FOGO is a key part of our commitment to sustainable waste management, and we want to make it as easy and effective as possible for our community,” she said.
“After consulting with our community, Council elected to offer bin size options so that residents can tailor their waste services to fit their household, whether they need more room for green waste, more space for recycling, or a smaller bin for general rubbish.”
The FOGO system allows food and garden waste to be collected together in the lime-green lid bin and turned into high-quality compost, reducing the amount of organic material sent to landfill.

- 140L or 240L lime-green lid FOGO bin
- 240L or 360L yellow lid recycling bin.
